International Scientific Conference “Meta-Epistemology: Knowledge Studies of the Third Millennium”
On January 9, 2026, the International Scientific Conference entitled “Meta-Epistemology: Knowledge Studies of the Third Millennium: Origins, Problems, Prospects” was held at Turan-Astana University (Astana, Kazakhstan). The conference was dedicated to the 80th anniversary of Professor Urak Zholmurzayevich Aliyev, Doctor of Economics, political economist, scholar of science, and epistemologist; Vice President of the Turan Educational Corporation; Professor of Turan-Astana University; Vice President of the Academy of Economic Sciences of Kazakhstan; Full Member of the Philosophical and Economic Scholarly Society at Lomonosov Moscow State University; Academician of the Academy of the Philosophy of Economy (Russia); Full Member (Academician) of the International Humanitarian Academy “Europe–Asia” (Russia); and Member of the International Political Economy Association.
The conference was organized by Turan University and Turan-Astana University. Participants represented the Academy of Economic Sciences of Kazakhstan, the Free Economic Society of Russia, the Academy of the Philosophy of Economy (Russia), the International Humanitarian Academy “Europe–Asia” (Russia), the UNESCO Institute of the Culture of Peace (Russia, Kazan), the University of Warsaw (Poland), the Research Center for Information Psychology and Physiology (Russia, Moscow), the Department of Political Economy of Lomonosov Moscow State University, the Department of Economic Theory and History of Economic Thought of Saint Petersburg State University, the Department of Political Economy and Institutional Economics of Belarusian State University (Republic of Belarus), the Department of Economic Theory of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin (Bishkek), as well as many higher educational institutions of Kazakhstan.
The stated mission and goals of the conference are highly significant and far-reaching in existential terms. The mission of the conference was the search for and comprehension of objective truth and the divine wisdom of the universe, the creation of universal harmony and the beauty of life, and the cultivation in human beings of genuine love and goodness toward themselves, other people, life, and the universe.
The conference was opened by the Chair of the Organizing Committee, President of the Turan Educational Corporation and the Academy of Economic Sciences of Kazakhstan, Doctor of Economics Rakhman Alshanovich Alshanov. Professor R.A. Alshanov emphasized the importance of Professor Aliyev’s meta-epistemological research and described his scientific school as a unique synthesis of profound theoretical thought and practical wisdom.
The Rector of Turan-Astana University, Academician of the Academy of Economic Sciences of the Republic of Kazakhstan, Professor Gulzhamal Alkenovna Dzhaparova, noted the immense contribution of the юбиляр (honoree) to the establishment and development of the university and to the education of Kazakhstani scholars, fostering among young people a responsible attitude toward scientific inquiry and devotion to intellectual values.
The works of Professor U.Zh. Aliyev have received recognition in Kazakhstan and abroad, forming a theoretical foundation for further research in the fields of political economy and science studies.
The professional achievements of U.Zh. Aliyev have been highly appreciated by the state and society. For his contribution to science, he has been awarded the Medal “For Distinguished Labor,” the Gold Medal named after A. Baitursynov, and the Medal named after L.N. Gumilyov.
Professor Oleg Sergeyevich Mironov from the Research Center for Information Psychology and Physiology (Moscow), in his report “Meta-Epistemic Propaedeutics, Subject Studies, and the Mainstream Ideas of the Scientific School of U.Zh. Aliyev,” referred to U.Zh. Aliyev as a “physician” providing therapy for humanity’s scientific and educational problems. He also announced the decision of the UNESCO Institute of the Culture of Peace, on behalf of Professor Engel Rizakovich Tagirov (Kazan), to award Professor U.Zh. Aliyev the UNESCO Gold Medal “Rose of the World” in the nomination “Peacemaker of the Planet.”
The conference program was formed on the basis of the theoretical concepts of Professor U.Zh. Aliyev and covered key issues of contemporary knowledge studies. Within the sections, participants conducted a comprehensive analysis of epistemology as the doctrine of knowledge, addressing questions of its essence, nature, evolution, structure, and functions. Special attention was given to traditional, cosmological, esoteric, artistic-aesthetic, mythological, and religious forms of knowledge, within which their essence, place, and role in the history of humanity, in the present era, and in the future were discussed.
The Department of Nervous Diseases of the S.D. Asfendiyarov Kazakh National Medical University took part in the forum, represented by Candidate of Medical Sciences, Associate Professor Elmira Balabek-kyzy Atantayeva. She delivered a presentation on the interdisciplinary topic “Modern Principles of Palliative Care,” highlighting issues of palliative care worldwide and in Kazakhstan, recent achievements, and ways to address these challenges through a holistic approach based on interdisciplinary, universal human, and general scientific experience.
Philosophical and scientific knowledge also became the subject of discussion: experts analyzed their structure, types, historical role, and development prospects. Meta-episteme was at the center of attention in the context of culture and civilization, serving as a framework for discussing the integration of various systems of knowledge within a broad socio-cultural space.
Following the results of the conference, a resolution was adopted confirming the relevance of the meta-epistemological approach for addressing the tasks of scientific development in the third millennium.
Thanks to all organizers, experts, and participants of the forum, opportunities were created for integrating universal scientific experience, enhancing international and interdisciplinary cooperation, addressing pressing issues, increasing the level of awareness of the scientific and educational community, and stimulating interest in the development of professional competencies.
