International scientific-practical conference «Legislative aspects and legal uncertainty of new technologies in the implementation of medical activity: artificial intelligence, robot surgery, genetic and pharmaceutical aspects»
All-Russian scientific-practical conference with international participation «Legislative aspects and legal uncertainty of new technologies in the implementation of medical activities: artificial intelligence, robot surgery, genetic and pharmaceutical aspects» was held on February 15, 2024. The organizers of this major scientific event were KGBOU DPO «Institute for Advanced Training of Healthcare Professionals» (Russian Federation, Khabarovsk). Russian scientists — Professor Korablev V.N. and Associate Professor Sveredyuk M.G. Kazakhstan in the Organizing Committee was represented by Doctor of Medical Sciences, Professor of the Kazakh National Medical University named after S.D. Asfendiyarov Musaev A.T..
At this conference, scientific reports were made by scientists from Kazakhstan: Professor Musaev A.T., Professor Nurgalieva J.J., Professor Nurmakhanova J.M. and Associate Professor Khabizhanov A.B. (Kazakh National Medical University named after S.D. Asfendiyarov); Professor Zikriyarova S.M. (Kazakh-Russian Medical University); Professor Nuftieva A.I., Ph, M.B. Kudaibergenov (International Medical School of the University of International Business named after K. Sagadiev); Associate Professor L.M. Begimbekova (International Kazakh-Turkish University named after Khodja Ahmet Yassaui).
The general opinion of almost all participants of this scientific event was that the regulation of artificial intelligence, legal justification of the introduction of new technologies in medical practice is an extremely necessary and timely step. Accordingly, such tools will help not only to create high-quality and innovative patient-centered care, but also to do everything possible to make the introduction of new technologies in the field of surgery, genetics and pharmaceuticals as transparent and legal as possible. It was also noted that despite the fact that there are a lot of questions and difficulties regarding the legal regulation of new technologies in all areas of medicine, including artificial intelligence, nevertheless, significant efforts are already being made and there are certain significant results and steps to achieve innovativeness in patient-centered practice.
Scientifically based proposals were also voiced and scientifically substantiated to further strengthen the legal status of the medical worker and, in particular, the legal protection of such workers during the provision of professional medical care. It was directly proposed to introduce additions and amendments to the current criminal and administrative legislation of the Republic of Kazakhstan in terms of strengthening legal responsibility for encroachments on the life, health and safety of medical workers.
According to the results of the conference materials and made reports will be published an article on the basis of peer-reviewed journals, as well as a collective monograph. From the rector of the Institute for Advanced Training of Health Care Professionals (KGBOU DPO IPKSZ) received a letter of thanks to the rector of the Kazakh National Medical University named after S.D. Asfendiyarov, Shoranov M.E. and Professor Musaev A.T..
